I think there should be some difference between Incident & bug.
All Incidents are not fixed but all bugs should be fixed.

I think incident report is just a report of what has happened - it may be a error or it may be right - it is analysed further to check if it is a bug.

I dont know whether i am right. Any one pls clarify this doubt. Thanks
