Use a hyperLink and in its NavigateUrl property set the absolute path(complete path) of the file. I have not tried it but i think it will work.
Let me know if it works or not

That downloads a file from server but if I.E supports that type of file to be opened in it then simply it just shows the content in it.

But i m still not clear with ur question if u can elabortae it that will be better

Suppose now i want to download a .txt file.While using the Hyperlinks navigate url property the .txt files content will be directly opened in the browser.It won't show any download status.
