As a Tech lead should have done the following activities :
Design\Development using J2EE Configuration Management\Administration and Configuration of App Servers\
Experience of UML, Techincal guidance to team
Struts, JDBC, EJB, Spring JDBC, XML, XSL
Rapid Application Dev tool - WSAD
Application Server - WebSphere
Good Analytical and Communication skills are must.
